In my mind, it is.

It's not something that I would be overly concerned with, because presumably both adults involved know that the person dressed as a little girl is not actually a little girl. So, in a world where actual children are abused by trusted adults every day, where young kids are sold into forced prostitution, where real 12-year-olds are impregnated by real adults, a 19 year old in a plaid skirt is the least of my worries.

But yeah, people who dress and act like little girls are usually little girls, so taking that clothing and that way of acting and making it sexual is one way of sexualizing children.

How far does that go? If someone is an adult but consistently mistaken for someone underage, is it "sexualizing children" for them to act in a sexual way? What if they have a style of dress that is youthful?

If there are adults involved, it is not sexualizing children. Period. Because there are no children.
