And, on the note of her nephew . . .

"But she took you," Dumbledore cut across him. "She may have taken you grudgingly, furiously, unwillingly, bitterly, yet still she took you, and in doing so, she sealed the charm I placed upon you. Your mother's sacrifice made the bond of blood the strongest shield I could give you. . . . Your aunt knows this. I explained what I had done in the letter I left, with you, on her doorstep. She knows that allowing you houseroom may well have kept you alive for the past fifteen years."
There's no doubt that Petunia was abusive to Harry, but she still took him in, and kept him alive. She could have, as Vernon said, cast him to an orphanage; at the beginning of OotP, she could have let Vernon kick him out despite the Howler. But she didn't. In the interest of keeping him alive, she took him in, even if her treatment of him was . . . less than stellar. And that says something, I think.
Also, I wonder how much of that treatment really came from her, and how much was Vernon's influence. No, that does NOT excuse it, but notice that Vernon was the one doing most of the yelling/about to kick Harry out at the beginning of the fifth book, while Petunia was mostly quiet. Yeah, we can't forget how she threw a frying pan at Harry's head in CoS, but for most of the books, Vernon is Harry's main antagonist. Petunia just comes across as very weak willed, and the fact that she goes along with Vernon's doctrine (presumably) just shows that she still has a need of wanting to be loved and accepted, possibly stemming from how she was always second-best to Lily growing up. Likewise, the fact that she so obviously favors Dudley over Harry might also stem to the fact that Lily was favored over her, and that's her petty way of, in her eyes, "righting what once went wrong."
Petunia is by no means a perfect character, but I do find her interesting and what I'm trying to say is, no matter how she acted, there's no doubt that she A) loved her son, and B) cared for Harry on some level, or else she would have just cast him out, magic be damned.
