Chidori's romance is not involved with the (male) MC in any way. So unlike most of the ladies in the game, they didn't have to write her with the assumption that the player might choose to max her social link and hook up with her. The other girls had to be kept single, or they'd have to script and code different dialogue to pop in depending on whether you had/hadn't gotten involved with them, and since you can do that at almost any point, it would be a nightmare to try and script a developing relationship that could be jossed at any time by someone doing nothing more than playing the game as it was intended.
Comments do not apply to any new SLink girls from the female route because I can't for the life of me remember how their plots went anyway, though.
