Have you asked your friend about it? From what I gather most people would probably be flattered. If you talk about the OC a lot and enjoy your friend's work I don't think it'd come across to them as weird.

Yeah, if someone was cosplaying as my OC, I'd be totally flattered. If you wanna do it, do it! :D

In fifth grade I dressed up as my own superheroine OC, and then again when I was twenty, to honor my ten-year-old self. I would be tickled pink as fuck if a friend did the same.

I always feel self-conscious having a costume that people need me to explain, but if that doesn't bother you, I'd say go for it :)

I am going to echo the sentiments of the person below me - you should definitely ask.

Some people would be flattered, some people would be creeped out. I'm not going to say either is the 'right' response because well, it's hard to know your relationship with this other person and their comfort level just from a secret.

For me, I didn't have someone cosplay a character of mine, but I did have a friend who 'based' a character off of mine without asking at it made me really uncomfortable. I wasn't flattered at all. Not everyone digs the whole 'imitation is the sincerest form etc' thing.

On a more related note, my boyfriend once had a guy he didn't particularly like due to inter-community drama cosplay as his character and he was a wasn't exactly super-happy about it.
