Personally, I think Jack is a guy in a locker room who just talks a really good game about his sexual activity. But it's just that - talk. In the first three seasons, to my recollection, he kissed two dudes, ran into an old lady he had a relationship with years before, and slept with Ianto. He's a flirt, but with a record of exactly one sexual partner in three years, he's not a "slut" by anyone's imagination. I'm sure he's been with a fuck-ton (that's the technical term) of people over his unnaturally long life, but not nearly as many as he could have been if he was really as promiscuous as he claims to be. As for whether he needs to care about the person to have sex? Meh. Some of the people we see him involved with, he cared about first, sometimes he cared about them after the fact, sometimes he didn't much care about them at all. I don't see a pattern.
