There are some old films that have plenty of room for fic, sure. But - they're often not stories we'd put on the big screen these days. They're often stories of smaller scope, more intimate, less open-ended. There's just not that much to explore - the film starts its story and then finishes it, with nothing left to fic about. The exceptions tend to be either big historicals or ones with implied backstory that we never get to see (Maltese Falcon comes to mind as an example of the latter; that has all kinds of backstory fic possibilities).

That most early films are either romping comedies without much character development (see any given Marx brothers film) or fairly strictly realistic doesn't help much - most current ficcers like at least an element of adventure or the fantastic. (Not all, to be fair.)
