I don't think JKR necessarily wanted it to be seen as responsible. They left behind an orphan with no one but Andromeda to raise him. Even if we know it turned out all heartwarming with him being Harry's godson and snogging Victoire, that's still gotta be hard for Teddy Lupin to deal with.

One of the themes of the last two or three books is Harry coming to question past mentors and see them as flawed, like with Dumbledore being manipulative and Sirius being prejudiced. Lupin's part of that - he and Tonks start a relationship with very little thought for the consequences, and then they die. They're noble characters, and I would say Rowling definitely supports their relationship as a positive development overall, but having Teddy was a mistake.
