It's not, but the thing is that nobody would ever write that; instead they ask a question to make it appear more ambiguous. It has the exact same effect, that's why it's so annoying.

I don't think most people who write that are trying to make it sound like a great mystery or think they're pulling the wool over anyone's eyes. Most of them are just mimicking what they've seen other people/book covers/movie trailers do. Use a hook to try to convey information. Going by how many people I see struggle to summarize stories, I generally applaud any effort to convey specific information.

Also, it can be used to set a tone. "Will Rarity ever find true love?" Implies, perhaps, that Rarity is actively searching for true love. Whereas, "Rarity finds true love" could mean that it just falls in her lap.

I think I might be reading this wrong? I do write "Rarity finds true love, Rarity/Character A" type summaries all the time and see them all the time, so...
