IIRC Shigeru Miyamoto intended Link to be the same person in each game. The universe splits into two timelines during Ocarina of Time (adult Link, and young Link), but they are still intended on being the same character in each game.

I don't know how that actually holds-up continuity-wise. Particularly with the upcoming Skyward Sword. But the games are all supposed to be linked on some way.

Yeah, there's a timeline split, but each Link is not the same guy; they have different upbringings, family (for instance, Wind Waker Link has a grandmother and a sister, while The Minish Cap Link has a grandfather), different personalities, and different looks, not to mention the fact that each Link often lives hundreds of years apart from the last guy—I mean, the prologue of Wind Waker is about the Hero of Time and we encounter a statue of the Hero of Time in Hyrule Castle. Kind of hard for that to happen if it's the same guy, right? While it's never been confirmed by production, it's a popular theory that the Hero's Shade in Twilight Princess is Ocarina of Time Link passing on the torch.

The Links are, well, linked throughout history—as bearers of the Triforce of Courage linked to the other bearers, which are different Zeldas and Ganon, who is always the same. So unless he's a Time Lord, the Links are different guys.
