No one's ever really taken Harley's intelligence seriously, though. That's pretty much canon. Batman underestimates her, Joker underestimates her, Ivy, the henchmen, pretty much everyone she's ever come in contact with. And I think it has to do with her complete lack of common sense more than anything else.

Just about the only person I can think of had extended dealings with her who didn't dismiss her intelligence at some point was Creeper.
