Didn't a drought kill everything in the Pridelands, not Scar?
Granted, he probably didn't manage it very well,
but I wouldn't exactly blame it on him altogether.

Also, I doubt it was an actual goal of his. "Step 1: Cause a drought via sheer evil. Step 2: Starve to death. Step 3: ??? Step 4: Profit!"

The land and the king are one, so when the true king dies and a usurper takes the throne, the land suffers. There's something rotten in the state of Denmark the Pridelands.

It's a Shakespearean thing. When the king is evil or the proper line of succession has been interrupted, the land gets sick because the natural order or things has been thrown out of whack.
