I have two cents on this

Well, few people are all masculine or all feminine in appearance; the vast majority of people have a blend of masculine or feminine traits. And thus dressing in gender-inappropriate clothing would accentuate the traits of the opposite gender; thus a male character could accentuate a feminine style of beauty or vice versa. That is a stylistic aspect of the appeal more than a sexual one, but should help explain the appeal. Male cross dressing in fandoms tend to focus more on the accentuation of cute characteristics, though, since girl's clothing tends to aim for a cuter appearance than male clothing. Of course, this has significant overlap with embarrassment as it lends itself well to that and the shyness associated with embarrassment is also considered cute. Of course, there are plenty of other reasons one could enjoy cross dressing but those have mostly been expounded upon already.
