Time Lords live longer, so they probably take a longer time to mature. A human at 20 is not what a Time Lord would be at 20, because humans mature faster due to their shorter lifespan.

Is there any evidence in the canon for this theory? Because to me it just sounds like an attempt at rationalizing away a massive, massive power difference.

I just looked up Susan's case and I admit I'm wrong. In "The Stolen Earth", the does refer to himself as being a "kid" at 90 years old. But since Susan was stated as being fifteen and the Doctor left her behind to be with the person she loved (who, I'll repeat, was human) during her run, I suppose he was just being facetious.

However, the age at which Time Lords (and Ladies) mature still has no bearing on human beings, who are considered to be adults at 20.
