While I agree that fandom photo manips are often cheaply-done and frankly pretty awful, dismissing photo manipulation in general as an art form (which it sort of sounds like
Some examples I like:
Technically, any modification made to a photograph (including such things as minor color adjustments, sharpening a photo, eliminating red eye, etc.) is photo manipulation, so any magazine you'll find today is just about guaranteed to have a photo manip on the cover. People don't actually have skin that smooth and eyes that bright in every single photo taken of them.
Now, I will say that in the context of Big Bangs and fandom exchanges with art, I would be pissed if the art I received for a story I wrote was a photo manip simply because fandom manipulations tend to look like they took less than 30 minutes to create with, as you said, a filter and some text. It doesn't mean that it isn't art, but it would make it very difficult for me to be grateful to have it as an illustration for something that I probably put a lot of work into.
