I've been in situations, at least twice, where I've started crying in public. In both cases, I was literally unable to leave, because there was an authority who I had to ask in order to do so. But then, if I asked, it would become absolutely obvious that I was crying, and I didn't want to draw attention to myself. The people next to me could see it, though. So what was I supposed to do? Continue to make the people nearest to me (in space) uncomfortable, or make the entire group and the authority figure uncomfortable?

So no, it's not always as simple as "leaving".
