No she doesn't. You can whip, spank, etc. a person just as well while clothed, Hell, I'd think that keeping clothed would work even better, since you being clothed woe the person your dominating is naked put you in an even more dominant position.

And again, part of my problem is that this is how they introduced the character to us. Not doing something smart, or clever, or amazing, but... being naked.

I can be smart and clever when I'm naked, too. Are you now concerned that Irene will be characterized as a mere sex object? I hope Moffatt will do a little more homework than that and portray her as the jill-of-all-trades that she is.
