if the op is actually trying to communicate the idea of "I won't do this thing because it is illegal, as evidenced by jail being a punishment for it," then it's actually pretty average adult moral reasoning and a lot of people never "progress" past it because higher levels of moral reasoning are unnecessary to function as an adult in society.

I think that holds true when the majority of people only need to follow the rules, rather than have any say in establishing what the rules are. On the other hand, if your average person is going to have any say in that, there needs to be a higher level of moral reasoning. Sorry, random observation.
