I thought about doing that but it seems rather insincere, especially if they ask you if you thought the characters were IC.

I don't see how it would seem insincere, especially if your appreciation for the skill in the writing is what you focus on. Plenty of secrets here have made it clear that a lot of writers are desperate for some sort of feedback or recognition, and if they were to ask something like if you thought they were IC it's easy enough to dodge that kind of question or make it not the focus of your response.
