On the other half though, yeah, it's totally not a secret.

I think of PMs as either being for friends exchanging information that they don't want other people to read,or for conducting business of some sort (getting a mod's attention when a comm's being trolled, providing your paypal address to buy lolita or gyaru clothes from a sales comm, &c). They're not there so people can be douches where other people can't see them being douches.
It's so inappropriate to PM someone who isn't a friend of yours to ask them to write a story to their specifications. If you want a story written to your specifications, that is what fic exchanges and kink memes are FOR. This person wants the OP to write a story to their specifications; the story they want is nothing the OP has ever shown interest in writing; and they're not even offering anything in exchange such as fan art, a story for the OP to the OP's specifications, or icons.
I kind of think if you have enough balls to do something that entitled and self-centred, your self-esteem is in no danger of being destroyed by the sight of your inappropriate PM on a fandom secret with your name blacked out. It's not like we know who either of these people are. If they keep their mouth shut, nobody is ever GOING to know.
I think this probably has a lot to do with the fact that I always feel my privacy has been invaded and a line has been crossed when people use PMs to be dicks. I mean, at least in 2002 when people were giving me comments like "this would be a great story if it didn't have so much icky slash in it," they were doing it in my journal and on FFN where people could see they were being douches, so they had to be committed enough to asshattery to take the risk that I would tell them off where people could see or that my friends would say something.
I sort of feel like people who use communications generally considered private and off limits to others to get away with being assholes to complete strangers where nobody can see them doing it deserve to be exposed.
(When I used to run mailing lists, I had a policy that if members contacted other members with whom they had not previously had any kind of ties in order to be douchebags, the injured party had the absolute right to tell me about it and it was a banning offence.)
