Because, the thing is, I'm Gen Y, and I understand what some people mean by 'fag' but that doesn't mean I agree with that usage, it doesn't mean I'm comfortable with it, and those other people being comfortable with it doesn't just mean that everyone else should suddenly become comfortable with it too.
Words and meanings can change, for sure, but it usually happens over decades if not centuries. Expecting people who've thought of fag in a negative context for the majority of their lives to suddenly start assuming that everyone is now using it positively and therefore not mind it is ridiculous.
Also I disagree with your assertion that fag is no longer profanity by default. I agree that it has picked up some new usage but I would say that statistically its usage as an insult still far outweighs that, and so that is still the default setting for the word.
I do happen to half-agree with you in that I think things should only be offensive when used with the intent to offend. Unfortunately offense isn't as cut and dried as that because it's subjective, so nobody ever saying, "That's (not) offensive!" is going to be right. "That's (not) intended to be offensive," is in fact a different thing and can be correct. What I mean to say is that some people will look for offense wherever they can even when someone else absolutely did not mean to cause it, and I refuse to be offended by someone calling me a dyke or a fag or whatever else they decide to throw at me (and meaning to insult me) because frankly, they obviously aren't worth bothering about if they think it's okay to try to make me feel like shit. Being offended gives them the power - refusing to be offended gives it to me.
