Hutts are heterogametic, so I've always assumed, particularly with Jabba, that he kept her dressed like a sexy slave and chained to him because of the rush of power it gave him. It's been forever since I've watched RotJ, but I think he's aware of who she is outside of her role as infiltrator/Solo's rescuer. I didn't see it as sexual on his half, just him being a bastard because he could.
