Only the very end near the opening. Closer to the bladder it's a sterile environment, otherwise you'd get bacteria growth up into the bladder causing cystitis which is Bad News. Technically speaking, anterior urethral bacteria are usually normal flora that the body is used to handling anyway. Pee on intact skin? Not your thing maybe, but usually no biggie, medically speaking.
