First, you can try to think about how creeped out your friend would feel if some sixteen-year-old told her that he had a mother complex for her. Second, you can try to think about how your friend's friends and family might be totally creeped out if she actually did decide to date a sixteen-year-old.
It's an adorable little crush you have there, but I would back off until you get over it.
EDITED to say that I'm sorry if I incorrectly assumed that the OP is a dude and the friend is a lady. Still, no matter what the genders, the relationship would still be problematic.
