Looking at the situation in-context of the Games, Peeta's actions can be rationalized. "Just look at us- people absolutely love shipping." I'd have to say Collins, Peeta, and Haymitch understand how shipping works.

On the writer's half, it looks problematic. Collins set the situation up where Peeta had been admiring Katniss from afar. Then he and Haymitch put Katniss in situation she wasn't prepared for. Collins could have made Peeta not an admirer from afar, but still have made him fall for Katniss after he gets to know her. Peeta could have tried to save her and not be in love. (When Katniss thinks that whatever happens they will be close friends at the end is one of my favourite parts. That is how it could have been played; a romance could have been developed later.) An entirely different scheme could have been produced to get them sponsors.

In regards to real-life Nice Guys, I've certainly never had to deal with it like you (my sympathies by the way), but I have had to deal with minor elements of before. So perhaps I can draw somewhat from my experiences, but not so much.
