The only time powerful Pokémon matter is if one participates in competitive play with other people, because most players on the competitive scene only care about winning and will train the most powerful Pokémon they can get away with.

I can't say I'm a fan of that line of thinking though. My "competitive" team (and by that, I mean the one I've bothered to breed for natures and EV train) has a Pikachu and most of the others are in the UU tier.

But as far as just playing through the games go, do what you want. I usually only bother to catch Pokémon I intend to keep on my team or have as HM-slaves. The only time I've ever "dumped" my starter was B/W because I decided early on that Snivy would be my Dream World regular. (...He's stuck there now because I don't have any access to a wi-fi connection right now.) But I probably wouldn't have used him anyway because I chose to go through B/W with a team of bug-types only, because they're some of the only Pokémon I don't hate in gen 5. Still beat the game without any issues. So "strong" Pokémon are hardly necessary.
