To the people who pictured Jo as tall/muscular, remember that she won her games by pretending to be weak.

this. where in the world are they getting athletic and muscular from?

I imagine her as having been short and skinny during her first Games (leading everyone to think she was a weakling) but having some skills with an axe and upper body strength that she hid from everyone else. Then, by the time of the Third Quarter Quell, she'd probably put on more actual weight and muscle, having more access to food. But I still think she was more on the petite side.
