I think they mean scene separating things like **** or ~_+~_+~_++_~+_~ or whatever someone wants to use. Randomly for years FFN would change what characters were "allowed" and what weren't allowed. So initially color fonts and html links were allowed, but were later taken out as well as certain symbols, like the carat^ and others.

My biggest pet peeve with things they don't allow has to be dashes in the title. Some words should be hyphenated QQQQQQ. (At least they started allowing dashes in the summary again! But they won't allow [brackets] anymore, which I used a lot because I write for a small fandom that encompasses several games, i.e., [FE5][FE79/10], et cetera.
