Yeah, it's definitely up to interpretation.

The show hurts my personal opinions on philosophical topics rather often, so after a while I just accept what its views are in the context of the show, and I felt like at this moment, we were supposed to see both Doctors as the same person. (May be wrong, though).
((And for the sake on being the Devil's advocate, because I can't help myself okay, I could argue that, the meta-crisis Doctor actually being the hand, they both did exist for the same time, and even though we saw the other Doctor longer (before and after), it's not really a good basis to decide which one's the 'real' Doctor, and are just the same person in a different situation at the same moment.
... I have no idea if I believe what I just said, but I'd be interested in your answer!))

As for your second point, coming from my previous interpretation, I sure didn't saw it like that. From what I saw, the Doctor has issue with mortality and starting a relationship with someone who would die hundreds of years before him, and was actually jealous of the meta-crisis Doctor who could spend his life with Rose. In return, the meta-crisis Doctor was jealous that he couldn't continue to go on adventure with the TARDIS and all. Like whatever choice he makes, he just have to sacrifice things. (And, as I said, it's just kinda cheap plot-wise to have your character duplicate himself so he can make both choices at once.)
Only watched the episode once, though, and it was a while ago, so it may not be what I'd see if I rewatched the episode today.

I'm not sure the Doctor-as-a-hand really counts as a person-- hahaha, okay, time to reword that. Ahem. I'm not certain how much awareness the hand had throughout various events. It looked sorta responsive sometimes, but that might have just been the bubbles. I think of it as just a surprisingly well-preserved tissue sample until the meta-crisis event. Although Donna kept hearing his heartbeat even before the Doctor did a semi-regeneration... I'm actually not totally sure what I think about the second Doctor not being "real" or not. Like I said, he's definitely his own person, but he is also basically the Doctor...but not THE Doctor. But sort of he is. But not. Haha.

There's just something about that scene on Bad Wolf Bay that rubs me wrong, and I think that's what really drives me in distinguishing between the two Doctors. Because even if I understand why the original Doctor chose to do that (and I agree that he wasn't actually happy about it... the way he refused to tell Rose he loved her seemed like him deliberately trying to distance her from him to make it easier for her), the whole thing was just distasteful and rude the way he didn't let Rose have any real choice in the matter. Just...here we are, in the other universe, and here's a human-Doctor for you to improve. Oh, sorry if you thought you were going to stay with me per the original plan we had that was ruined by circumstances beyond our immediate control. It just seemed so...condescending, kinda, to Rose to do it that way, even if in the long run it would probably work out better all around, and even if I understand why he did.

I dunno how much of that rambling made any sense. :) I will conclude with saying (since I feel like this sort of sums up my overall views) I like fic that have Rose and meta-crisis Doctor get together, but only after they've gone through a period of reaffirming what they know about each other, and Rose accepting that he's the Doctor in the ways that really matter even if he's not exactly the same person and being okay with that.
