They don't act on it not out of concern for the children (i.e. "I'm a monster, keep me away, I don't want to hurt anyone, but I can't help it" (not that that's a valid excuse anyway)) but out of concern for themselves ("I don't want to get in trouble!")

I think that was the case with the first pedo (she/he said that the only reason they didn't act on their urges was because they didn't want society to hate them or get in trouble with the law), but the second pedo seemed genuinely remorseful about their urges and knew that approaching a child would be morally wrong
