But I think when you're dealing with a dystopia, you need to almost treat the setting and world like a character itself (in that it needs to be developed as well as one). You can get away with lacking worldbuilding in general fiction (though it's not recommended), but a dystopia is ultimately an extrapolation. It's taking an aspect of our culture or the possibility of a drastic social change and throwing it wildly into left field. It's making a setting out of a 'what-if' question and populating it with characters that allow us to see this frightening and yet familiar world. And if you want your readers to really experience that what-if question, that dystopian world needs to feel real.
So if you have a dystopia that neglects the setting and focuses on characters you might end up with a good story about interesting people, but it won't necessarily be a good dystopia. You don't even really have to believe the world for it to be good either, but you do need to see it.
That's where I'm drawing the line in this current crop of dystopias. Not only do I not believe the world that's being presented, but it doesn't even feel like a fully fleshed out place.
(I'm sure I'm missing something, but that's how I feel about it, anyway).
