Whoever the hell it is that's "more badass than Katniss" may indeed be more "badass" but let me tell you this. Katniss is an incredibly well-writen female character, and for feminists she is a fucking blessing, because a female character as well written as her is so goddamn rare. A female character who is incredibly sexualized and can kick ass is a dime a dozen. This "more badass than katniss" chick is nothing special, looks like she has no spine, and was probably designed with the intent of giving the male audience stiffies. So your point is moot.

Not OP or anything, haha. But OP didn't exactly give context for including Yoko there. It seems a bit like I'm trying to handwave it - and I sort of am - but Gainax, the company that created Tengen Toppa Gurren Lagann, have a really odd history with their female characters. (In fact I'm the poster with the bunny girl secret from the other day, and that was the first anime Gainax ever did, back when they were still General Products). Because they started out as manufacturers of garage kits, it was only natural to them to include at least one prominent and scantily-clad (or prominently scantily-clad) character in everything they did. It's pretty much at the core of their business plan. But when you acknowledge that in a merchendised Gainax show (so not, like, Hanamaru Kindergarten, or Royal Space Force: The Wings of Honneamise, or whatever) there will always be at least one boobilicious character, you can look past that a bit (and see, for one, that TTGL is a bit of an equal-opoprtunities employer when it comes to fanservice, as the two most important male characters never wear shirts either, and the other most prominent female character has extremely conservative clothing by TTGL standards, and her one nude scene is extremely non-sexual).
Anyway, what I'm getting at is... despite looking like the booby character, and despite BEING the booby character, Yoko's a complex, interesting person. If you want spoilers, I can give them - all her character development is plot-related.

She's just this determined, hard-headed young freedom fighter when you first see her, but her personality is shaped strongly by the fact that her love interest dies very early in the show. After a timeskip, she's left the city she fought to build, and has become an extremely conservative primary school teacher on an island out of the way, and none of the kids or parents know she's this extremely famous sniper who fought in the war. She comes out of retirement when the planet needs to be defended, but she's still pretty broken over what happened - like her life never got to start. If the guy had never declared interest, she wouldn't be stuck waiting forever - the last thing he did was to kiss her, and tell her there would be ten times that after he won the fight. She's tough, emotionally, but she intentionally stepped out of the dating game forever, without obviously or overtly mourning. The person who mourned most obviously was the guy's 'brother,' in fact. I don't think most people even knew Yoko had a thing with him.
She's just a really interesting character in a show full of really interesting characters.

I'm sure Katniss and her costumes are doing a lot of good, but the complexity of characters like Yoko is also extremely positive for women. She isn't a Kate Beaton-style Strong Female Character, that's for sure.

I feel that way about Gunbuster. It more than passes the Bechdel test, the main character is female, believable, someone I can easily empathize with, someone heroic (she saves humanity FFS), Noriko is probably one of my favorite female characters ever. Intense friendships between women are essential to the plot. But there are tits everywhere, even in the most dramatic scene of the finale episode. It's almost like GAINAX wanted to write some really good female characters, a great female protagonist, but were afraid fanboys might fall asleep halfway through the OVA (or that the videos wouldn't sell) unless they threw a ton of T&A and "Gainax bounce" in there.
