But people were trying to do something about it? There was a resistance movement, and I had the impression that e.g. Canada was part of helping people escape Gilead.

...and also that wasn't the point of the book. Lazy, I guess, but Atwood had a different point to make than oh, when one country falls all to hell, it's actually a complex global issue whereby and also here's the story of how it happened in the first place etc.

Yes, Canada the promised land (a theme in Atwood's books as she has a massive patriotic boner that's actually a little unnerving). And they weren't actively doing much. They just accepted people who made it across the border.

It doesn't matter if it's not the point of the book. It's still lazy as hell and bad writing. Especially considering that Atwood gets angry when the book is called science-fiction and insists that it's 'speculative fiction' because 'everything in it could really happen.' Basically Atwood's intent was that it be realistic, and she failed spectacularly at that.
