Either everybody is responsible for their actions because they have the ability to apply judgement and make choices, or nobody is responsible for their actions because their actions are the result of circumstances and/or fate. I get that in this case he was specifically manipulated by a god for a specific purpose, unlike most characters who just seem caught in the web of fate, and perhaps his situation presents a mitigating circumstance, but I don't think he's absolved of all responsibility.

Yeah, this. He may have been influenced to follow a certain path, which isn't fair to him, but he still had some agency over his own actions.
