Chataya is the owner of her brothel, it's different from the one LF had Cat stay at :) Hers is the one that mother of Barra (Robert's infant bastard daughter) worked in.

LF however is Cat-sexual and is using Sansa as his replacement goldfish. He doesn't have some particular preference for underage girls, just a freaky all-consuming obsession with Cat Tully, and since he can't have her he'll settle for her naive lookalike daughter and try to manipulate her into loving him.

There are so many layers of wrong in Lord Baelish, it's quite fascinating. Because he looks like a sane person for the three quarter of the realm (and yes he is sketchy but no more than lots of other characters) but then you try to see his motivations and you're mind-blown by them.
