I had occasion to read the transcripts of several city council meetings from another city, and apparently you can get on the agenda and say what you want (not matter how bizarre) for your allotted time. I think some people are probably "career speakers" at this kind of events in the same way that some people make the same kinds of comments about specific "issues" in the comments of online news posts.
