Well, let's not say I completely dislike her...I just infinitely prefer her anime counterpart. xP
I like the excitable, diva-esque, funny and boy loving Rei of the anime
(the sub, THE SUB VERSION! NEVER THE ATROCIOUS DUB VERSION OF HER!). Her manga counterpart was so serious and prim that it sucked the fun out of the character....then again as far as I'm concerned Naoko has issues with personalities for ALL her manga characters. All except Usagi, Mamoru and Chibi Usa. The manga focused on them so much that it gave little to no character development to the Senshi themselves. All we got to see was how they got stronger as warriors...but as human beings they barely got screen time to let us get acquainted with their dreams, lives, desires.
Manga = srs senshi bznz
Anime = more fillers and yet infinitely more fun to explore due to the numerous sides we saw of all the girls
(take manga!Minako for instance...she missed no chance to let us know that a boyfriend was a must have, but things stopped at the wanting and never went to the doing part. Whilst in the anime we had several attempts of her actually trying out for relationships and romance was never more amusing and teenager-ish and fun then when she tried it. xDD)
TL;DR - the anime personalities were more relatable and appealing to me. <3
P.S: Sorry I went off a tangent. I rarely get to discuss these kind of things with people. :O

And yes, Minako's quest for a boyfriend is always funny and a joy to watch.
My favourite aspect of Rei's character was always that she was the closest to Usagi, even though they tease each other and bicker like children. It's so cute!
I guess all the filler gives them plenty of downtime to have fun, huh?
