Haven't seen the movie, but they included her because she was in/heavily involved with the original Avengers (or at least what's perceived as the original now) and isn't as extremely unpopular as Wasp, who would require also questionably popular Ant-Man and who would either require intro movies (which they wouldn't risk before Avengers 1 became the smash hit it has) or bog down the movie with an origin story which no one going to the movie was looking for. The first round of Avengers had to be only the most popular and most recognizable characters to be sure it would succeed.

Ignoring licensing concerns, they couldn't have Storm there because everyone knows she's an X-man. Only comic die-hards would know she's been an Avenger, everyone else (a huge portion of the audience) would reject her appearance in the movie because "No, Storm is an X-man! WTF?"

Most people don't actually know who Ms Marvel is, so a movie about her would (and will) be out of the question until they get most of the other big names out. It doesn't help that her name is so indulgent people will be immediately turned off by it. It would be like including Wonderman or Spider-Woman (who will now actually confuse people with both Spider-man and Black Widow.). It will never happen until they're scraping the bottom of their hero-barrel, because the names will turn away too many people who aren't familiar with the comics.

Basically, whether or not you particularly like Black Widow, she's a part of the Avenger's origin story, and the most mainstream of their female characters. Because of the huge gamble they were already taking with the movie franchise, it was basically Natasha or no one.
