They chose Black Widow for Iron Man 2 and the Avengers because, as a spy/SHIELD agent, they could establish her without it requiring a whole 'nother movie to establish her world. Wasp requires a whole little 'super science' world (plus the problems with the still indevelopment Ant Man movie), Storm and Scarlet Witch are part of the mutant franchise that Marvel can't use, and Miss Marvel is mired in the world of the Kree, an alien species that would have required significantly more set up than the Chitauri did.
