Storm is still on Sony's ticket. Possibly the same could be said of Wanda. Wasp is available, but tied into another complicated character. Even if Storm or Wanda was available, you'd still have to add mutants into a movie that's already about space aliens, Norse deities, billionaire robot suits, Science Gone Wrong, and a secret government organization. And if you went with Wanda, you'd have to explain her powers as well as explaining all that.
Black Widow is a super spy. That ties in pretty conveniently with a secret government organization. Same reason they went with Hawkeye--he's easy to explain: Sniper.
The other trick is that you have to chose a hero whose powers aren't cancelled out by one of the other heroes. In comics, you can have three or four bricks flying around just wearing different costumes, and it's fine. You can even get away with it in a tv show--anything serial, really. But a movie, especially with such a heavy ensemble cast to begin with, needs a tighter cast.
