I think it is because she was far too closely related to Bones from TOS, it seemed like a lot of the time they'd taken DeForest's lines, changed "Spock" to "Data" and just used them from there. Plus season 2 was the shittiest TNG season (for reasons that were finally fired at the end of S2 after a final "fuck you" clip show to the fans) so she didn't have the character novelty that the rest of cast did in season 1 to hide the crappy character writing and build up affection and familiarity. I think if she'd survived to S3 she might have recovered a bit with some decent scripts and better direction, but she didn't and Gates had only really left for one reason, and that reason was the one that got fired, letting her back in.
