Isn't the "loss of magic" kind of an ongoing theme in this show? They state in the very first episode that Korra doesn't care much for the spiritual aspect of her abilities and the world seems to be slowly shifting away from the magic of bending. Unlike before, they're putting it to more practical uses: Entertainment, technology, etc.

It seems like natural progression to me.
