Yeah, she had a pretty interesting arc, and it WAS revealing to see how people reacted to Data straight off. Without actually getting to know him, people WOULD assume he was just a machine, and they met a good half-season before Measure of a Man.

Also, I know it isn't an excuse, but I wonder if she had technophobia in general, and Data, as walking, talking, sapient technology, felt threatening towards her? She refused to use the transporters too, right?
