8 -- If you want to watch Classic Who it's probably best to have people rec stories for you. But you can just watch New Who starting with Christopher Eccleston if you want; nobody will bite you.

Unfortunately -- and this is just between you, me and the rest of LJ -- I haven't actually watched much Classic Who since I was like five (eight if you count the telemovie).

You can order them on DVD though; I have no idea where you'd download them from, although torrents are a pretty safe bet for most things.
