I don't think there is a single country/culture in the world that is "open-minded" enough that this attitude is anything but cultural chauvinism, and probably racist. I could be wrong, but I'm Canadian, I've lived in "open minded" (LOL) Europe, and I've had some discussions with older Iranian women that have led me to seriously rethink my biases around this.

*facepalm*
Everyone thinks everyone else is racist and their own racism really doesn't count.
