I guess if we're going by that little technicality, then yes. Though in another way, they were by virtue of being around (as you said) around 3/4 elven due to heritage complications going on. I guess they were an "elven presence" at least. ...Don't think it ever said which side they chose in the end, though I doubt it would make much difference.
