Well, they're elves in that they have all the elven traits, they just share the choice of mortality or removal to Valinor that all part-human elves have, and since they haven't made their choice yet, they're still considered in flux, I think. Their father, having made his choice, is always referred to as an elf, sans qualifiers. In any case, from the perspective of the humans they're fighting with, if not the perspective of the text, they're definitely elves, not men, in the same way Arwen is never treated as a human woman by the text.

...but he's known as Elrond Halfelven. I know he went with Elf, but I certainly wouldn't say it isn't referred to.
