..So whether or not a fictional character is a PoC depends upon the nationality of the person who wrote it.

Yes, actually, kind of. If a Japanese person is writing about Japanese people in Japan, they're not writing about POCs. If an American person is writing about Japanese people in America, then they are writing about POCs.
