Within the terms of her own universe, I can see the issue, mostly because their world is defined by the tribe you come from.

However, in terms of how Korra IS a PoC, and the importance and implications of what that has in a cartoon, in our world, and why it is significant that she IS a POC? No, totally legit to call her that. Because it IS something to be noted.

I agree. I think it's important, when discussing the show and approaching those delicate subjects like race, to make the distinction between "in-show" context and "real life" context.

Mixing it up can cause wank, like this.

I mean, it'll probably get redundant making that distinction all the time, but in things that get easily linked out of context like tumblr reblogs, blog posts, comment threads, etc., better to be safe than sorry and avoid the headache for everyone involved.
