I think the only thing that saves Penny's fate from being a truly egregious example of WiF (as opposed to just, y'know, being a smaller example) is that it happens at the end. As in, her death is literally the end of the story for all the characters involved. So while it is what "motivates" Billy to change, his change and the subsequent consequences aren't part of the story.

It still is a fridging but I guess it feels more...I don't know, organic? The whole thing was supposed to be a tragedy.

I don't know, I get squidgey on the whole "fridging" thing--I think it's a legitimate problem, certainly, but I don't like the idea that while you can kill men off to motivate another character, doing the same to a woman, whatever the reason, gets labeled as a fridging. I mean, last I remember people were saying that Martha Wayne was fridged, but Thomas Wayne was just killed. I don't even understand that.
