Going by the accounts of a couple of friends of mine, yes, dudes with dwarfism have small dicks. (There was this creeper on the UK goth scene who was known as 'the poison dwarf' and who used to go after young women when they were drunk. Glad I wasn't one of them. Not heard of him in years now.)

There are different causes for, and types of, dwarfism. So I don't think you can assume they all do; I think it would depend on the cause/type.
